9. SEVENTH RESOLUTION TO ACQUIRE AN ELEMENTARY SCHOOL SITE IN NORTH PORT
Description
On October 5, 2010, the Board approved the First Resolution, authorizing the acquisition of numerous small parcels for a future elementary school in North Port.  This Seventh Resolution approves the sixth batch of contracts for this acquisition.

Recommendation
That the School Board approve the Seventh Resolution of the School Board of Sarasota County, Florida, RE: Acquisition of Property for a Future Elementary School in North Port, Florida.

10. SECOND AMENDMENT TO RESOLUTION TO ACQUIRE AN ELEMENTARY SCHOOL SITE IN NORTH PORT
Description

On October 5, 2010, the Board approved the First Resolution, authorizing the acquisition of 92 small parcels for a future elementary school in North Port.  On December 7, 2010, the Board approved an Amendment excluding three parcels from the acquisition.  This second Amendment excludes one additional parcel that has been determined to be not needed for the school site, from the list of parcels authorized for purchase.



Recommendation
That the School Board approve the Second Amendment to the October 5, 2010, Resolution of the School Board of Sarasota County, Florida, RE:  Acquisition of Property for a Future Elementary School in North Port, Florida.

11. APPROVAL OF QUIT CLAIM DEED FOR 35TH STREET PARCEL
Description
The rebuild of Booker High School included the rerouting of Orange Avenue, which required a series of street vacations, transfers of properties, and vacations of easements.  This quit claim deed transfers ownership of the vacated portion of 35th Street from the School District to Clara Williams.  The transfer of this property to Clara Williams was authorized in a contract approved by the School Board on May 18, 2010.

Recommendation
That the School Board approve the quit claim deed for the vacated portion of 35th Street to Clara Williams, as presented in the attachment.

12. APPROVAL OF CORRECTIONS TO ATTENDANCE ZONES
Description

The latest examination of school attendance zones discovered that the walking descriptions for three areas need editing since language in the existing descriptions inadvertently dissect neighborhoods.  Consistent with Policy 5.20, the original intent was not meant to split neighborhoods.  Therefore, corrections to the walking descriptions are proposed for the following cases:  a) affecting Garden Elementary and Taylor Ranch Elementary for the Venice Golf and Country Club Subdivision; b) affecting Englewood Elementary, Taylor Ranch Elementary, Venice Middle, LA Aigner Middle, Lemon Bay High and Venice High for the Myakka Estates Subdivision; and c) affecting Sarasota High and Riverview High for the Dunnhill Estates Subdivision.  These corrections will have no negative effect on students, bus transportation or schools at this time.



Recommendation
That the School Board of Sarasota County approve corrections to the walking descriptions for Garden Elementary, Taylor Ranch Elementary, Englewood Elementary, Venice Middle, LA Ainger Middle, Riverview High, Sarasota High, Venice High and Lemon Bay High as presented.

AGREEMENTS/CONTRACTS

13. ADDENDUM TO THE AGREEMENT FOR THERAPY SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND INVO HEALTHCARE ASSOCIATES, INC.
Description

The school district has contracted for an Occupational Therapist and a Certified Occupational Therapy Assistant due to the shortage of applicants to fill advertised positions.



Recommendation
That the addendum to the agreement for therapy services between the School Board of Sarasota County and Invo Healthcare Associates, Inc., be approved.

GRANTS

14. APPROVAL OF THE MAKING UPSTANDING STUDENTS OF IMPECCABLE CHARACTER GRANT PROPOSAL TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR IMAGINE SCHOOL OF NORTH PORT
Description

COMPETITIVE:  Grant funds of $5,000.00 will allow Imagine School at North Port to purchase various percussion instruments, team building manipulative's, curriculum materials and picture books.  The materials will be used for lessons on music with embedded character education that will be reiterated school wide.  An African Drum Ensemble will be created with 20+ students to perform.

That the School Board of Sarasota County approve the Making Upstanding Students of Impeccable Character grant proposal.

15. APPROVAL OF THE CELEBRATING DIVERSITY WITH FINE ARTS & LANGUAGE SKILLS GRANT PROPOSAL TO WELLER ARTS FOR THE GLENALLEN ESOL DEPARTMENT
Description
COMPETITIVE:  Grant funds of $3993.88 will be used to implement the ESOL Standard 11, English Proficiency by reading aloud, creating music, immigrant music, folksongs, Authors' Tea, creative writing with books and a Celebrating Diversity field trip.

16. APPROVAL OF THE FABRICS/FIBERS GRANT PROPOSAL TO THE WELLER FUND SARASOTA COMMUNITY FUND FOR PINE VIEW
Description
COMPETITIVE:  Grant funds of $5,000.00 will allow Pine View to start a new class called Fabrics/Fibers.  The class will concentrate on teaching the so-called home arts of sewing, weaving, crocheting and knitting to name just a few.  Students will be learning through hands-on activities involving fabrics and fibers.

17. APPROVAL OF THE "LADIES AND GENTLEMEN...INTRODUCING MATH, SCIENCE AND THE CIRCUS! GRANT PROPOSAL TO THE COMMUNITY FOUNDATION OF SARASOTA FOR THE ART DEPARTMENT OF BAY HAVEN
Description
COMPETITIVE:  Grant funds of $4835.00 will be used to implement a school-wide unit of instruction about the circus, emphasizing science, math, reading and the performing arts.  Activities include trips to the Ringling Circus Museum, materials to create circus acts, and to teach Science and Math. Also included will be school wide performances and "Circus Day".

Recommendation

That the School Board of Sarasota County approve the "Ladies and Gentlemen...Introducing Math, Science and the Circus" grant proposal.

18. APPROVAL OF THE LAST TEXT GRANT PROPOSAL TO STATE FARM FOR RIVERVIEW HIGH SCHOOL
Description
COMPETITIVE:  Grant funds of $2,000.00 will allow Riverview High School to create a PSA that will inform students about the dangers of texting and driving while serving as an IB appropriate assessment that is part of the curriculum scaffolding needed to achieve IB objectives.

19. APPROVAL OF THE STEM INNOVATION GRANT PROPOSAL TO THE GULF COAST COMMUNITY FOUNDATION FOR VENICE HIGH SCHOOL
Description
COMPETITIVE:  Grant funds of $26,870.00 will be used to purchase 150 TI-Nspire Navigators and 150 TI-Nspire with Touchpad Handhelds.  These will be used to directly support EAR (Engagement, Alignment, and Rigor).  Students will engage through the interactive devices which are in direct alignment with State Sunshine Standards.  Rigor is intensive and pushes students to a higher level in a fun way.  Teacher can quickly evaluate the level of student understanding and reinforce concepts and immediately identify which student needs differentiated instruction.

Recommendation
That the School Board of Sarasota County approve the STEM Innovation Grant proposal.

20. APPROVAL OF THE SINGSPIRATION GRANT PROPOSAL TO WELLER ARTS FOR THE NORTH PORT HIGH SCHOOL CHORAL MUSIC DEPARTMENT
Description
COMPETITIVE:  Grant funds of $4,190.30 will allow the North Port High School Choral Music department to implement the new State Music Standards, exp. MU912C12, MU912C11.  Activities will include World Premiere of composer Gwynneth Walker piece, 2 concerts and rehearsal for the community.

21. APPROVAL OF THE ESOL ADD-ON ENDORSEMENT DISTRICT PLAN 2011 TO 2016
Description
Due to new teacher standards that were adopted by the State Board of Education on March 26, 2010, the district ESOL add-on plans must be implemented to reflect these standards by September 2011.

Recommendation

EXPULSIONS

22. APPROVAL OF EXPULSION CASE NO. 11-242
Description
On January 7, 2011, the student listed in Expulsion Case No. 11-242, violated School Board Policy 5.34(1)(g), Repetitive Disruptive Behaviors.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 14, 2012.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-242, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2010-2011 academic year, the 2011 summer session, until January 14 of the 2011-2012 academic year.

The student listed in Expulsion Case No. 11-018, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On September 3, 2010, the student listed in Expulsion Case No. 11-018, violated School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 6, 2011.

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-018, to expel the student referenced therein Sarasota County Schools, be approved effective immediately for the remainder of the 2010-2011 academic year.

MATERIALS MANAGEMENT

30. APPROVAL TO AWARD BID #11-0021 FOR CONCRETE SERVICES
Description
Bids to provide 'Concrete Services' were received from 11 vendors on February 17, 2011. The bids of McLeod Land Services, Inc., and Sarasota Superior Concrete were the best low bids meeting the advertised specifications based on a sealed scenario. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.

Recommendation
That the bids of McLeod Land Services, Inc., and Sarasota Superior Concrete, to provide 'Concrete Services' in an amount not to exceed $200,000.00, be approved for award and purchase.

31. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable. Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

32. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of $123,010.00 in gross contract dollars.

Included in these change orders are $123,010.00 credits for Direct Material Purchases; the corresponding Direct Material Purchase Orders of $116,000.00 result a net $7,010.00 in sales tax savings.

FINANCE

34. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING JANUARY 31, 2011
Description
The Superintendent's Financial Statements for the month ending January 31, 2011, do not reflect any unexpected trends at the midpoint of the 2010-11 fiscal year.  The Food Service Fund shows a decrease in revenue of 2.49% year-to-date, with the largest percentage decrease in the funds received from the State.  The money the District receives through the Free and Reduced Meals Program has remained steady, with only a 0.28% decrease from the year before.  In the Special Revenue Fund, revenue from Federal Through State has decreased over 6.50%.  This is due to money received from the Stimulus and the American Recovery and Reinvestment Act already being reduced in the current year.  The money received from local grants has increased over 41%.

Recommendation
That the Superintendent's Financial Statements for the month ending January 31, 2011, be approved as presented.

36. APPROVAL OF THE CHARTER BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND SOUTH COUNTY FAMILY YMCA, SKY ACADEMY
Description
The application for the South County Family YMCA, Sky Academy, a Charter School, was approved by the School Board of Sarasota County at the November 16, 2010 meeting.  Pursuant to Florida Statues, 1002.33, representatives from South County Family YMCA, Sky Academy and school district staff have negotiated a Charter to serve as the agreement between the organizations.  South County Family YMCA, Sky Academy is scheduled to open in August 2011 as a grade 6 and 7 school and will add grade 8 during the next year.  The negotiated Charter is now complete and ready for Board consideration and approval.

Recommendation
That the Charter between the School Board of Sarasota County, Florida, and South County Family YMCA, Sky Academy be approved as presented.

37. APPROVAL OF THE CHARTER BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND THE IMAGINE SCHOOL AT NORTH PORT, INC. AS IMAGINE HIGH SCHOOL AT NORTH PORT
Description
The application for the Imagine High School at North Port, a Charter School, was approved by the School Board of Sarasota County at its November 16, 2010 meeting.  Pursuant to Florida Statues, 1002.33, representatives from Imagine High School North Port and school district staff have negotiated a Charter to serve as the agreement between the organizations.  Imagine High School at North Port is scheduled to open in August 2011 as a grade 9 school and will add grades 10, 11 and 12 during the next three years.  The negotiated Charter is now complete and ready for Board consideration and approval.

Minutes: Board Chair Frank Kovach announced that those that were in the Kiltie Band in the 60's & 70's that Jack Crew will be in town on Thursday to rehearse the wind ensemble.  They are doing a rehearsal from 6:30 - 8:30 p.m. in the new auditorium and after the rehearsal there will be an informal reception.
